Background of the Study
Government health subsidies are financial mechanisms designed to reduce the cost burden of healthcare services on individuals and to enhance access to quality care. In Nigeria, high out-of-pocket expenses have traditionally hindered healthcare utilization, particularly among low-income populations. To address this issue, the government has implemented various subsidy programs aimed at reducing the cost of essential medical services and pharmaceuticals (Olu, 2023). These subsidies are intended to improve healthcare affordability, encourage timely medical consultations, and ultimately lead to better health outcomes across the population.
Subsidies can take several forms, including direct financial support for healthcare services, tax breaks for medical expenses, and the provision of free or low-cost medications. By lowering the financial barriers to care, these programs aim to increase the uptake of preventive and curative services, reduce disease burden, and improve overall public health. Moreover, increased healthcare utilization can lead to a reduction in emergency healthcare costs and a more efficient allocation of healthcare resources (Ibe, 2024).
However, the effectiveness of government health subsidies in Nigeria is challenged by issues such as insufficient funding, bureaucratic inefficiencies, and inequitable distribution. In many cases, subsidies may not reach the most vulnerable populations due to logistical constraints and corruption. Additionally, the impact of subsidies on healthcare utilization can be limited by a lack of public awareness and low enrollment in subsidized programs. Evaluating the effect of government health subsidies is essential to determine whether these measures are meeting their objectives and to identify strategies for enhancing their reach and effectiveness.
Statement of the Problem
Despite the introduction of government health subsidies aimed at improving healthcare affordability, many Nigerians continue to experience barriers to healthcare utilization. A primary problem is the uneven distribution and ineffective administration of subsidies, which often leads to limited access among the intended beneficiaries, particularly in rural and underserved regions (Olu, 2023). High administrative costs and corruption further reduce the net benefits of these subsidies, resulting in only marginal improvements in healthcare access.
Moreover, the lack of adequate public awareness about available subsidy programs exacerbates the problem. Many eligible individuals remain unaware of the financial assistance available to them, leading to underutilization of healthcare services. This underutilization not only affects individual health outcomes but also contributes to a higher incidence of preventable illnesses and increased long-term healthcare costs (Ibe, 2024).
These challenges underscore the need for a comprehensive evaluation of the effectiveness of government health subsidies. Without addressing issues related to distribution inefficiencies, corruption, and public awareness, the subsidies may fail to significantly improve healthcare utilization and, consequently, public health outcomes. This study seeks to assess the impact of health subsidies on healthcare utilization by analyzing enrollment data, service utilization rates, and health outcomes, with the goal of proposing policy recommendations to enhance the efficiency and equity of subsidy programs (Olu, 2023).

Scope and Limitations of the Study
This study focuses on the effect of government health subsidies on healthcare utilization in Nigeria from 2020 to 2025, considering both urban and rural contexts. Limitations include data reliability and challenges in isolating the impact of subsidies from other economic factors.
